Savings rates changes - MSE opportunity?

Apparently banks are under no obligation to tell us if our savings rates change. A bit shocking really.
MSE - can you set up a sub-site which e-mails us when our selected banks change their rate (for better or worse) and perhaps include some information on which banks are currently offering a better rate?
