Really disastrous holiday; insulting offer from holiday company; so want to go to small claims court for refund.
Question is, who is my claim against? The travel agency through whom the holiday was booked and who I paid, or the travel company.
    Any help appreciated.

Your claim would be against the travel company if you decide to go to court however ensure you have done all reasonable steps to settle with the company first before taking that step

As for 4*, it doesnt always mean what people think it does. It just means they offer a certain range of services.
Agreed but, they couldn't possibly have provided even 1* service whilst they invited a feature film crew in to create a period drama in their otherwise beautiful hotel.
This was a MAJOR production, not a guy with a mobile phone that took moving pictures!

Thanks for that and it seems logical ... except that if I bought a faulty telly from Currys, I would sue them under the sale of goods act, not Toshiba. :(

    It is not the same.

Your contract is with the travel company. The agent acts as the travel company's representative

Check that there is not a contractual dispute resolution clause in your contract requiring you to take other steps rather than litigation.
