does the person who owns a property have to be the landlord or can someone else be. also does a landlord have to register with anyone?

The person who owns the property is the landlord and has all of the legal responsibilities that entails but someone else can be nominated to act as their agent.
Landlords in Scotland have to be registered with the local authority but I believe in England and Wales they do not0 -
Actually depends, normally the landlord is the person who owns the property, however if he has let the property for a long period and allows sub-letting, then the person holding the lease would be the landlord. I think??0
