My daughter returned to her car and found that someone had damaged it and driven off. Luckly, some kind person left a car reg' number under her wiper.
She has reported it to local Police and they are to look into it. They have advised her to claim on her insurance.

My question is, will the Police pass on to her the other drivers details, to enable her to claim ahainst him/her?

    Possibly not.

But your insurer should be able to trace the keeper from the reg no.

Otherwise you can try via DVLA, but you will have to pay them £2.50, and they can inform the other party of your enquiry, giving them your details:

The worry is that she will lose her NCD, which she has at 60%. Should she notify her insurers and tell them that she wants to deal with the damaged bumper on her own, to save her NCD?

She won't lose all her NCD.

She would only lose NCD if the insurer is unable to get the money back from the third party or their insurer. If affected, she would not get any NCD added for this year, and lose 2 years from her NCD level at the start of the policy year.

If she doesn't intend making a claim (whatever the outcome of the trace on the third party), then she can tell her insurer about the incident "for information only".

Unless the kind person left their contact details, she will lose her NCB if she makes a claim. A jotted down number is so short of evidence the insurer will ignore it. She should really consider the damage done, the cost to repair it versus the excess +NCB lost over the coming years.
Car park bandits are an absolute pest and I would love to catch one of them at it with one of my cars.
PS. If you think supermarkets are bad for parking damage, hospital car parks are infinitely worse.

If she informs her insurers 'for information only', she will find that this counts as a claim except that she won't get any money. NCD will not be lost, but the base premium may be hiked and when searching for cheaper insurance at renewal time she will have to state '1 claim'. So either forget about it or claim.

Also, if her NCD is 60% she should really look at paying to have it protected.
