I'm not sure your husband attempted to do it correctly. Just go to your University, go to the Faculty Office that for your Faculty and ask for a Council Tax Exemption Certificate. When you receive this (usually takes a few days, they will either post or ask you to collect) just pop down to your local authority (district or whatever) and tell them you want to apply for Council Tax Exemption and they should simply copy the certificate you have and then you'll receive a Notice of Exemption a few days later.
