buggy window boxes

This seems to happen to me every year (at least for the last 3) when my window boxes get some king of infestation in the soil. Last year I think it was... can't remember the exact name... click bugs? The jump about in the soil when you water or bump it...

Anyway I binned the whole thing, including the pots because I was told there was no way to clear them.

This year there are little flying bugs, bodies about 3mm long and black. They live in the soil and when I bump the pot or water them they fly up and then settle back down. Anyone recognise the description? I sprayed the soil with bugclear and that seemed to sort it for a few days but they are back and in numbers!

I've already expelled one pot to the outside landing but can't move the other as the tom plants wouldn't survive it!
