Santander Balance Transfer of Partners Card

I have been offered a repeat offer of 0% for 9 months with 3% fee with my Santander Zero card but when I phoned up to do it I am being told that I can only transfer a balance from a card in my name at the promotional balance, as I wanted to transfer the balance from an Egg card in my partners name they would only do this at a non promotional rate which is obviously pointless.

Previously I have never had any issues with transfers from other peoples cards and when pressed the guy at Santander could not tell me why or when this change had come in, has anyone else had this issue, is it even true and if I said yes the card was in my name and went through with the transfer would they even have any idea that it was not.

Not a good result as was quite happy that I had the offer just as a 0% on her Egg card was running out
