Reasonable Time Lapse

I've been waiting almost three weeks for an item I won on E BAY. The seller had excellent feedback. I have contacted the seller. He apologised for the delay saying he'd been on holiday but promised to send the item out last monday. It still hasn't arrived. What do you consider a reasonable time to wait and am I entitled to cancel my paypal payment at some point?
Thanks

    Hi PA

Yes 3 weeks is too long to wait. I would say a reasonable time to wait is up to 10 working days max. If he said he would send it off to you on Monday and it still hasn't arrived, I don't think it is going to come. I would start a Paypal chargeback and contact eBay about it. Was it an expensive item?

A paypal chargeback can only be started within 30 days of the original transaction, so don't leave this much longer. If the 30 days elapse then you are stuck.

I would suggest that whatever the seller is saying you protect yourself now by starting a chargeback, you can always cancel it once you get the item.

If by chance the item doesn't arrive then paypal will almost certainly find in your favour as one of the obligations on the seller is to send item in a 'timely manner', which is obviously not the case here.

Have you tried to contact the buyer again? You can ask for their phone number through eBay and giving them a ring might pack a punch that emailing doesn't! But yes I'd prob start the chargeback too.

Thanks, will start charge back today if no arrival. Very disappointed as it took me ages to find what I wanted at the right price and now its back to square one with my confidence on EBay waning.

Registered my claim now and I've still got a feeling its going to arrive tomorrow. Is it easy to cancel if it does arrive? I'm an eternal optimist, but then the guy has got good feedback otherwise I wouldn't have dealt with him in the first place.
