Advice regarding divorce & selling property

This is on behalf of my sister.
She has has been divorced around 6 months now, but seperated from her ex around 4 years.
The marital home is lived in by her ex. Both their names appear still on the mortage and deeds, although she has not paid a penny since moving out.
He now plans to sell the property but can he do this without my sisters say so? He has spent £££'s on revamping the inside, extension ect, all without my sister's say so, which I thought was wrong?
Part of the divorce settlement was he pay her a lump sum, and this was done by 2 installments. Half 8 months ago, the remainder within 2 years. Her concern is that he will sell up, pocket the cash and disapear into the sunset.
I don't think he can do this without her agreement, so can someone shed a bit of light on the rights and wrongs?

He'll require her signature to sell the property. The solicitor handling the sale, will then ensure that she receives the amount due from the divorce settlement. As the apportionment of the sale proceeds will need to be dealt with.0
