Fuming with Barclays with ppi

Im debating if to complain to the financial-ombudsman about Barclay card Visa.
27th July i had rang them to set up a re payment plan to be told i had ppi still on my account and i had to cancel it first and barclay card dont do it its another company. not a problem so i wrote the number down and asked 3 times if it was the right number as it didnt seem right.I rang the number but didnt work i went through it again with some one else and they gave me another number which was different they couldnt explain why the other person had given it to me and explained once again they couldnt cancell it for me.
I rang the new number and it was in Dublin to my amazement they told me they didnt do it it was Barclay card off i went again phoned them up i explained the situation all i wanted to do was cancel my ppi i got told again it was the Dublin number so i told them i was going around in hoops and it was waisting my dinner break they told me they didnt have the facility to do it at Barclays.
Yet again i phoned Dublin this time they suggested i spoke to the manager supervisor so they lady on the phone put me on hold and asked her supervisor i then said "ok now i have a problem,i keep going backwards and forwards some one has to take responsability your saying its them there saying its you What do i do?the person had said they were unsure.
I phoned Dublin again to see if they would help they told me they were going through dealings with Barclays at the moment and they were passing the book with them.
So by this point i was geting frustrated i rang again i finaly got someones name Beeper she was called went through the senario she cancelled it for me and she couldnt understand why i went through that and why no one cancelled it at Barclays for me.
She also said she would log a complaint for me.
Im gonna phone them tomorrow to see.
Should i complain to them?
