Flat roof and guttering

Pretty sure this isn't right and hoping for some help with this one.
9 months ago our neighbouring property(we live in a terraced victorian cottage) had some building works done which involved a small flat roofed extension being built on the back of the house.(no problem there all above board and within existing planning regulations)
The issue comes in that there is a downpipe that drains water from both cottage roofs. Previously the shared downpipe ran down the center of the properties slightly on our side before being diverted into a water butt on the neighbours property.
When the extension was built the builders simply stopped the guttering half way down and allowed it to flow onto our flat roof. I have raised this with the owner(who is not the occupier and is trying to sell the property) and the builder who carried out the works but as yet no joy in getting them to move it.
Legally do I have a leg to stand on considering the current configuration is not what it was prior to their extension being built and that it is potentially damaging my flat roof.
The builder also claims that this is standard practice to empty a downpipe onto a flat roof. Does anybody else have this set up? Doesnt seem fair to empty their water onto my roof given that they have changed the configuration of the downpipe.
Any help would be welcome.

Try taking it up with the council building standards dept. Doesn't sound right to me0

They are not entitled to dispose of rainwater onto your roof. They should have installed their own downpipe and drain connection to the underground drains
The builder is partially correct. It is common (not standard) practice ... but that's as long as its your own roof, not the neighbours roof
Potentially this arrangement will cause premature wear/failure of your roof felt.
Get it altered, or tell the estate agents that there is a property dispute, and this will hold up or prevent the sale0
