heating off, rads + water stay on?

hi all 
hope this is in the correct section
i'm worried about my fuel bills rising and need to sort a problem i've had for a few years with my heating system. should have got it sorted long ago!
I have a back boiler for my central heating and when its switched off for both heating and water at the control box the radiators upstairs get hot and the water is permanently hot, the back boiler fires up constantly. (downstairs rads stay cold)
not sure if its a problem with electrics on the control box or the plumbing system, obviously getting both trades out to look is going to cost so need to know what is causing it if possible
any suggestions apprecitated

Sounds more like a control fault, could be a faulty cylinder stat or motorised valve. Most plumbers are knowledgeable with electrics on heating systems. I would contact a local plumber.

Hi.
Gravity circulation . Turning off the rad valves to the upstairs rads is the way most home owners used to deal with this . One of the quirks of a primitive poorly controlled system. Becoming rarer as time goes by and sealed systems take over.
Some systems will have two two port or one three port motorised valve but the problem can still occur.
Let us know what controls you have on the system.

Definately look for a motorised valve. Something electrical must be telling the boiler to keep firing when the timer is off.0

the back boiler is a baxi bermuda and the control thing is a TRAC TPE 20 (dual channel programmer) if thats of any help
not very technical and live on my own so would like to have a bit of a heads up prior to getting someone in etc..
hopefully its not too big a problem to solve?0
