How to secure wireless dongle

I'm using a 3 mobile broadband dongle and it's all going well. However I notice I can see another wifi in range, presumably my next door neighbour', which made me think they might be able to access mine.
Is there a way of password protecting it so that only I can use it? I wasn't asked for anything like that when I first set it up.
Also (silly question) when my netbook is switched off, and I unplug the dongle, could anyone still pick up a signal from it if it's just lying on my desk? Sorry, I've never used these things before so don't really understand how they work

Just had a thought - when I first switch on I get a box saying something like "bluetooth on/off" and [something else] on/off. These are set to "on" and I haven't changed them. Maybe that's the way I should secure it?

No they can't. In fact, they can only access your internet access if you enabled internet sharing AND set up your netbook as a wireless access point which is something you'd deliberately need to do0
