Planning permission for tiling external wall?

My neighbour is building a rear conservatory with a 2m high and 3.6m long wall along the boundary with my back garden. He is very happy for me to tile the external wall facing my garden to make it more attractive, but he is concerned that because this tiling was not detailed in the planning application we may need to apply for further permission to do this. The wall cannot be seen by any other neighbours and will be inaccessible once built as it is only 3 inches away from the windows of my own conservatory that will face this wall. Thus it needs to be tiled now as it goes up as it won't be possible to tile it later.
Can anyone tell me whether we can go ahead without planning permission? Our homes are standard 1970s houses in a housing estate.

Hi amano, your best bet would be to phone your local planning office and speak to the planner for your area.
However, from my experience, i'd expect you'd be ok. But do get it checked out from the 'horse's mouth':D
Do one better, and get a response in writing, then you're safe.....planners are known to change their mind now and then!!

Strictly, any alterations to the approved plan would require permission.
The approval notice would normally have a condition specifying the materials to be used, or the approved plan would contain this detail
In practice, for this type of development , no one cares (unless in a conservation area or suchlike)
If you like and it makes you both sleep easier, send a simple letter or email to the planners stating that that wall is now to be clad in tiles (include type and colour) and they will add what is called a "rider" to the original permission and this cover it.
Carry on with the work, don't let it hold you up as there is no reason why this request can be refused.0
