Plaster or wallpaper over existing paper (looks like it was painted over with a gloss paint but the surface itself is rough looking this is in the bedroom. In the lounge there is a flowery wallpaper which is also pAinted in gloss and it looks washable. Difficult to explain but hope someone understands and is able to help.

    My God! Someone gloss painted over wallpaper.......whoever it was should be ashamed of them selves. The problem you have is the likelyhood of the wall covering you are faced with coming off some time in the future when you have spent a lot of money plastering and covering to your taste. The only way to be sure it won't come off is to take it off first. This may be a very difficult job or the paper sheets might just fall off, but knowing my luck it will be hard work. Try getting under the gloss painted part with a good quality scraper (not just some rusty old blunt thing your grandfather gave you twenty years ago). Haven't got one? Go and buy a really good one, it's going to work hard for you, and buy a scarifyer at the same time to severely scratch the paper surface. Without this tool steam will not penetrate the underlying backing. Hire a steam wall paper remover and go for it. Get some friends round for a paper removing party with the promise of wine and beer and a big takeaway when finished.

    You can't plaster over wallpaper. The advice above is right on, so expect some hard work, but it will be worth it in the end.
    Eat vegetables and fear no creditors, rather than eat duck and hide.

    Guess I'm in for some very hard work. The wallpaper is probably one of those that's paintable and is very intact none of it is coming off anywhere. Will just bite the bullet and take it all off.

    Its often cheaper to buy a steam stripper tham hiring one. They are always useful to have and don't take up much room to store.
