FIL claiming Carers?

Hello,
I have am currently having lots of probs with my little ds who is 4. He is in receipt of HRC. Currently little ds is at full-time nursery while dh and I are at uni. However there is no school place for ds come sep when he should be starting school and it looks like his nursery are trying to boot him out despite the fact that as of sep 1st the LEA will be giving nursery £9 an hr to have him there plus I pay fees.
Ok, FIL will be moving over this way soon as he is getting divorced. When he comes here it will mean he will being leaving his job and was hoping to find a new job over here. FIL is 63 and gets a large private pension. If FIL were to help out with ds care, could he claim carers?
I am not trying to fleece the state before anybody thinks I am. I just need to organise care for my little ds who has lots of problems.
I hate this, its a nightmare poor little ds :-(
