Laptop restarts after shutdown

Looking for help please.
I have a Sony vgn n38e laptop. For no obvious reason it has developed a fault. When it is turned off it shuts down for a second or two then starts up again.
I have so far tried the following;
New install of windows 7 - The laptop now just has windows 7 and no other programs installed.
Set BIOS to defaults
Changed a setting in the registry (from a 0 to a 1, not sure what it was)
Another problem (not sure if the same problem) is that the laptop goes flat and when I go to use it again it does not power up straight away. I have to leave it on charge for half an hour before it will start. The battery is about 5 months old and seems to hold a charge ok under normal use.
For now I either leave the laptop on all the time or remove the battery when not in use - not ideal.
Any suggestions please?

It seems unlikely that the default BIOS settings could be wrong, but it would be worth checking the BIOS power management settings - specifically that it is using ACPI rather than any other power management scheme.
Otherwise, it could be a hardware fault. As a matter of interest, have you looked in the system logs to see whether there are any clues there?0 -
I would check in the Power Settings in Control Panel what is supposed to happen when you perform shutdown or close the case - I suspect that somewhere in there you will find that it is set to go into standby...0
