    I'm assuming the whole garden was covered in them and they weren't looked after, in other words the garden was a complete mess, with year after years growth of raspberry bushes, not being cut down as you should and not being looked after at all.
    If that is the case, then the council had a right to ask her to tidy up her garden a little, so the rat problem, which must be going on in gardens around her, could be sorted out.
    If you had rats in your garden around your kids and the woman next door had an overgrown garden where they lived and the overgrown garden happened to be filled with overgrown raspberries that all fell on the floor, because no one ever picked them or looked after them. I'm pretty sure you would want her to look after it.

    Now, I'm assuming alot, but until we have hard facts from the OP, that's what I'm assuming.

    There were only say half a garden of the bushes and none were over growing anyone else's house.

    I don't really understand the act myself, and I haven't had any dealings with the Council apart froma parking ticket a year ago.
