It's legal to change the locks.

However personally as its useful to have the landlord being able to enter if there is an emergency i.e you go on holiday and something happens, or you want them to do repairs when you are not in, I would inform her in writing first that if she enters the property again without your permission and the notice required in the contract then it is harassment and you will change the locks. (Keep a copy of your letter.)
The reason to warn her is she may call a locksmith round to drill into the changed locks and she will try and charge you for it.
if you do have to change the locks it means that you will be looking for a new property as soon as your tenancy agreement ends.I'm not cynical I'm realistic

I would also start to look for a new place near the end of your tenancy, as if she did it once, she might do it again.0
