car lifted from adopted land car park and damaged

hi, wondering if anyone can help me here.
A notice was placed on my car by the council asking if my car was abandoned and to ring a number to claim it. the car is untaxed but in a private car park.
i rang the number on the ticket straight away, it was 5.30pm. the woman who i spoke to on the phone said the parking enforcement deparment had gone for eveving but took my phonecall and assured my car would not be taken. she advised me to call the next day and double check.
the next day i rang and spoke to the parking enforcement department, explained the situation to them and how i had rung up before, the woman said it was not a problem and the car would be taken off the list.
the woman then rung me back 20mins later and very apologetically told me my car and already been taken by the council, but would be returned to me the next day for no charge. she was very apologetic on the phone.
when the car returned the next day it was very damaged, the front and rear ends where smashed up from where it had been taken and ELV scrap was written across the windscreen.
i rang the council back up and spoke to the same lady from the day before, and here tone had completly changed, she basically told me that they had lifted it legally and it wasnt there problem. she told me the notice had been on it for over 7 days, even though i have the notice and none of the details had been filled out on it, no reg, make or date of the offence. the lady had previously admitted that the notices were "crap" and the carbon didnt work on them.
she reluctantly gave me an address of the insurance department to claim, but told me i didnt really have a hope of claiming anything from them.
i just wondered if anyone could help me and tell me where i stand and what course of action i could take? the car is runined now and i want it fixed!

Was the car park equipped with a barrier or is it a car park for which the public have access ?
As an informational footnote after the event. One should always record calls made to councils or any other body where any matter of liability or potential liability is discussed.0 -
