                                  in Credit cards

Just applied for a 0% on balance transfers yorkshire bank credit. Applied online and asked to transfer a balance of £420 from my halifax card as my 0% has run out on there.
They have sent me the agreement to sign and sent back. On it, it says £131.08 total charge for credit.
Is the fee for the balance transfer? It is supposed to be a 3% fee so not sure what this amount is.
Thanks
