Can someone please explain why bank can't reverse a transfer ?

Afternoon all, My lads just fallen for scam. He's transferred the best part of £300 into another acc. The item hasn't shown up and the seller isn't responding to communications. As mentioned the transactions can be reversed in the case of a mistake (I assume you would need to sign paperwork and say you you meant it to go to), but not if you did intend to send it to that person.
