I have never seen a caramel recipe that doesn't use condensed milk because it becomes too hard like cinder toffee without it. Are you trying to avoid dairy or is it because you don't have any condensed milk?
Might be able to suggest alternatives if you can let us know0 -

If you have milk, sugar and vanilla extract, you can make our own condensed milk:

I make my own condensed milk. It's nicer than the tinned stuff. Well I think so.
Place 1/3 cup boiling water, 2/3 cups sugar, 1 cup of powdered milk & 3 tbsps of butter in a bowl. Beat with electric mixer for a full 2 mins or until the sugar has pretty much gone.Don't worry about the world coming to an end today. It's already tomorrow in Australia.0 -
