Neighbour wants Covenant Removed

Apologies if this is in the wrong place, please move me if I'm not.
My FIL got a solicitors letter yesterday basically saying the house one to the left of them have applied to have the covenant removed that applies to the land. It states that the plot can only have one dwelling and a garage built on it.
They've applied to have the covenant removed so developers can build 12 flats on the land, thus demolishing the dwelling that's already there and the developers have offered to buy my FIL's next door neighbours, which they have accepted 'as they wanted to move anyway'. This is a very small cul-de-sac in a nice area and the flats are not only not in keeping with the 30's bungalows that are already there but would cause considerable traffic to which there is little infrastructure to support it.
How easy will it be for the owners of the property and the developers to get the covenant removed? It's been tried twice and turned down. My FIL went round all the neighbours and they don't seem to be bothered about it apart from the the elderly couple who will be living behind the development so he's worried his objections will fall on deaf ears.
