Northern rail penalty parking notice

I've received a penalty parking notice from northern rail
Reason for issue Was Not Parked in a Designated Area contrary to Byelaw 14 - car was parked in what I thought was a bay, however the white lines are very unclear, haven't been repainted in the three years I have lived here, and the area is cobbled making the lines even less clear.
I parked immediately behind the disabled bays in line with two other cars. I have parked like this frequently over the past three years and never had a problem.
Payment: amount owing should be paid in full within 7 days, failure to comply will result in the owner's details being requested from the DVLA, this action will result in an administration charge being levied.
Penalty for non payment: Railway byelaws made under section 219 of schedule 20 transport act 2000. (Maximum penalty £1000)
To pay or not to pay?

First check to see who the payment is to be made to. Then check if you are told that magistrates court will be involved if you fail to pay. If the answer to 2 is yes then pay. if the answer is in doubt copy both sides, remove personal details, host on tinypic. Copy/paste the url into a post.PPC's often claim to be invoicing you under bylaw 14 but this one sounds just a tad different.I'd rather be an Optimist and be proved wrong than a Pessimist and be proved right.0

Only visibility of the ticket will help resolve this.
Many Private Parking Companies purport to issue under the byelaws but then pursue civilly. In my opinion that is clearly fraud under Section 2 of the Act and should be reported.
However a small number of railway tickets are genuine.0 -
Payment is to northern rail - I think its a genuine ticket, my problem is more that the bays are so unclear at the station that how are you supposed to know whether you are parked in one?
I will add the ticket once the OH gets in as I will photograph it as we don't have a scannerOPs so far £42,139

Just in case its a real one and you want to respond to them, take lots of pics of the lines and signs. At the worst you'll have to pay, at best they may let you off.I'd rather be an Optimist and be proved wrong than a Pessimist and be proved right.0

I have seen 'genuine' ones from Northern.
But let us make sure.0 -
I just wanted to update this thread as I decided to write to northern appealing against the penalty charge notice.
There was a guy on Pepipoo with a similar problem and the same charge notice so I knew mine was genuine. He appealed and they let him off.
They have written to me this morning.
We have in the past issues these notices without a penalty, as a warning to car park users to make them aware that they are infringing Northern Byelaw 14. Unfortunately we found that just issusing notices with a warning does not have any effect and this is why we have had to introduce this Penalty Parking Notice scheme with deterrant of £50, which will hopefully ensure that all vehicles use the car park legally and safely in accordance with Railway byelaw 14.
Please be aware that it is a legal requirement to park your vehicle in a parking bay and that it is possible to have your vehicle removed if it is deemed by the Station Manager or the British Transport Police to be causing an obstruction or restricts access in anyway.
After careful consideration and having now read your correspondence. I am on this occasion prepared to reduce the Penalty Parking Notice to £25.
I'm wondering whether to pay or notOPs so far £42,139

I know this is a money saving site but for the sake of £25 I'd pay it. Genuine tickets are a !!!!!! to fight, is it worth your time & effort?Always try to be at least half the person your dog thinks you are!0

Northern Rail give out the only genuine Railway Byelaw penalties I have seen.
They are often good enough to reduce the amount if you appeal.
I would pay but write to the manager at the station and/or Northern Rail HQ and ask them to repaint the lines.0
