I have looked at the council's website but it is so confulsing.
before my daughter and her partner buy a bungalow the need to
know if fitting out the loft as an office, does it need permission from anywhere.
The next door semi has a velus window in the loft but they would like to know who they ask to put in a dormer window, building control (i presume planning permission is required for this)
any advice would be appreciated.

No you don't need planning permission for a loft conversion! The vast majorityof loft converions fall under permitted development, especially if it's a velux and not a dormer extension. It would have to be really large or in a conservation area/aounb to need it. Double check with the planning department.

I would call out a dedicated loft company.
From my experience you don't need planning for the vast majority of loft conversions, even enormous dormers don't need planning some times.
The loft company will be well versed in the rules and regs and when they have told you what can be done under Permitted Development, you can then go to Building Regs.

Before your daughter worries about permission, she needs to consider if the roofspace is actually suitable for conversion and if so is it finacially viable
It's no good buying the place if the work can't be done and done for a reasonable cost0 -
It all really depends on how far oop north you are.
In Scotland things are very different- you won't get away with things up here that are commonplace in England / Wales / Northern Irelandbaldly going on...0
