EPC on a rented property

I have a quick question regarding EPC on a rented property.
1- Are EPCs still required if you want to just let out your house?
2- Can we do the EPC after we find the tenant or do we have to do it before we put the house on the market?
3- Do we have to give a copy of the EPC to anyone viewing the property or only if they ask for it?
4- If we find a tenant and we don't provide them with an EPC but they request one after they move in, what happens if we don't give them one? Any fines? Is it a contract violation?
I had a look online but haven't found much info, one site said one could be fined £200 but another one said £500... big gap in numbers!
