BT Early Termination charges & Ofcom ruling

I'm in the process of switching from BT to Sky for my home phone and received the early termination fee from BT yesterday. They dont say what the fee encompasses (i.e how many remaining months, etc) they just say i owe £49 & some pennies which i'm assuming is almost 7 month at £7.50.
However Ofcom say that BT's early termination charge for the package I was on should now be £2.50 a month, which means at best i should owe about £17 ish.
Does anyone know if that new Ofcom ruling is in effect now?
It doesnt really specify here, http://media.ofcom.org.uk/2010/06/17/cheaper-charges-for-uk-consumers-to-end-phone-contracts-2/ when it comes into effect.
If it is effective of now who do i need to speak to at BT? a million n one departments of which you always speak to the wrong one, its a nightmare trying to speak with the correct person.

It does say when it comes into force in the Ofcom Bulletin.;)
"TalkTalk introduced its new charges on 1 June 2010 (except for its Tiscali brand, where charges will change on 1 November 2010). Virgin Media and BT will introduce the new charges in October 2010."0
