No receipt given for amount paid

I had called a washing machine repair company and the engineer visited my home. I said there's a leak and he put some gum and fixed it. But he charged £65 for that work and did it in about 20-30mins. After he put the gum, he asked us not to start washing machine for 2 hrs as the gum needs to dry.
When I started the washing machine, it started to leak from a new place, apparently, damaged during his inspection of the machine.
Plus, he didnt give me the receipt and I forgot to ask him.
So, I called him again and he came in but couldnt fix the issue. We asked him for receipt this time and he just wrote on back of his visiting card and gave it.
Whom can I approach to complain that he is not giving the receipt as clearly he wants to avoid paying any VAT or tax on that?

So u got a receipt then. As he never did refuse to give you one, I think your making something out of nothing here.0

You can't know that he is planning to try to avoid paying taxes. You can suspect it but you can't know it. Its also possible (but unlikely) that he doesn't do enough work to reach the required registration level for VAT (£68k turnover).
There is, as far as I am aware, no requirement to provide a receipt unless someone asks for one.0 -
My advice would be to find some other interests to occupy your time instead of making mountains out of molehills like this.0
