Reclaiming a refund from a foreign firm

I hope someone can help me.
I booked some car hire from Carhire3000 for a trip to Cagliari from 19 to 25 June. I paid in full as stated on the invoice. I received my car hire voucher which was all correct. Payment posted on credit card on 5 June.
Upon arriving in Cagliari, I was advised by Budget Italia to purchase the car using Ruvioli car hire. The Budget Italia representative escorted me to the Ruvioli desk.
I was advised that I would need to pay again and upon my return to the UK I would be refunded the amount I had just paid. I complied with this arrangement out of lack of choice more than anything else.
I emailed Budget Italia on 27 June and received a confirmation email notifying me that I would receive an reply within 10 working days. This time period has now elapsed and no reply has been received.
I faxed Budget Italia on 9 July at 0950 BST again providing the information but once again I have not received an ackowledgement of my request nor have I received my refund.
I am yet to receive my refund. Can you help me?

So who was your original booking with? Why could you not hire from them? Why wasnt the voucher used?Back by no demand whatsoever.0

It was with Carhire3000. I don't know why the Voucher wasn't used, given my inability to get past 1 day italian. I was just led away to Ruvioli car hire.

Its not adding up, why did you go to a different company?
Its sounding like a tout has got you and dragged you to make a second booking.Back by no demand whatsoever.0
