BT Keeps mucking us about

About a month ago i phoned and reported a fault with my elderly parents home phone they could not hear incoming calls but could make calls. I was not even phoned back.
Monday 19th July 2010 i telephoned to report same fault only no calls at all nowin or out, and they live a quarter of a mile from the nearest village and do not have access to a mobile phone, we were given an appointmet for tuesday 20th July 2010 in the afternoon, parents waited in all day no one called, i was telephoned to say someone was definitely going to call wednesday 8am -1pm, an engineer called whilst my mother was there and left a note on the front door, after phoning me on the mobile saying no one was in although i confirmed someone was in and to stay, engineer went off.
I drove the nine mile approx round trip to see my parents in the kitchen hanging around for bt to call.
I had to go to local builders merchants to use their telephone to ensure someone would definitely deal with today before making the trip home to my house i was promised it would definitely be today,
got all the way home and a message on my mobile says not coming at all today can come tomorrow, who do i complain to about this absolutely attrocious treatment of both my parents and my time.
