Help with reclaiming ppi

Need some advice please.
i am currently trying to calim back ppi on RBS credit card for my mum. She has been disabled since 1989 and paid £1800 for ppi which I found out a couple of weeks ago she wasnt even qualified.
I wrote to RBS stating she was mis-sold and asking for a refund. They have replied saying it is up to her to check if she qualifies. Do I still have a case for being mis-sold, if so what would be my next step?
