Keyboard Problem on Dell Laptop

A friend of mine has just purchased a new Dell laptop which has the following keyboard problem.
When he types the @ symbol he gets something else so he has to go to <Shift> + 2
I am not sure where his " symbol is located. I presume this is a setting in the keyboard somewhere but could not find it under Keyboard in the Control Panel.
Any Ideas...Cheers

It is set to US keyboard, need to change it to UK keyboard. Under regional and language settings and input tab."She is quite the oddball. Did you notice how she didn't even get excited when she saw this original ZX-81?"
