Advice needed re dispute with non-payer on eBay

I recently sold tickets on eBay for a Robbie Williams concert that happened yesterday. The buyer contacted me shortly after winning the auction to say that they couldn't go to the concert because they couldn't get the day off. They apologised and promised to make a payment via PayPal to cover costs of relisting the item. I accepted their apology because it seemed sincere but never received a payment despite sending a few more emails.
I have now launched a dispute and the non-payer has responded saying they are prepared to pay for the tickets! This looks like a clever move by them and I was wondering if someone could offer me some advice on how to proceed with this dispute. The result I want is to be eligible for a refund of the cost of putting the tickets on eBay and for the non-payer to receive a strike.

is it more than 7 days after the auction ended?
if thats the case you don't have to accept their offer of payment as they broke the terms of ebay.
close the dispute saying you don't want to wait any longer on payment.

Don't let them muck you about. Assuming they responded formally through the dispute centre you can now close the dispute and get your FVFs back. If they do try to pay, just refuse payment.
As they have responded they are eligible to leave feedback.

Thanks for your responses. They're basically taking the pee by saying they will pay the full amount, even though the concert has passed. I will not respond and will close the dispute now.
