Got a ticket in a disabled space, forgot to display badge.

Hi,
I forgot to display my disabled parking badge, and went into the town to check my prescriptions.
I wasn't away for 10 minutes then a friend told me my car was being ticketed, but when I arrived the parking man said it was to late for him to remove it.
It was a council ticket, links to the photos are included below.
So where do I stand, who do I appeal to?

EDIT: Thanks I rang them and it was all fine.

If this is your first "offence" councils often waive it if you show them the badge. (but only the first time) If not get the pics as above.I'd rather be an Optimist and be proved wrong than a Pessimist and be proved right.0
