Boiler Relocation - Certificate issue

Hi Guys
My gas safe plumber/engineer relocated the existing old boiler (condensing combination) successfully in extended area and offer the gas safety certificate. When the council inspector came for inspection, he said he needs Domestic Gas Installation certificate. Can anyone tell me who is correct concil inspector or plumber? according to regulations which certificate I should have got? I am in Berkshire area.
