Joint bank account

A friend of mine has recently found out that her estranged partner has ransacked the joint bank account to the tune of £23,000. He has being doing this for some time and I think that this is part of the reason why he's estranged. As it's a joint account does she retain as much liability for the debts as he does, even though they were run up by him?
I would be very grateful for any advice as she's in a bit of a state about it at the moment.

If they are both named on the account then her ex partner has every right to take money from the account.
Both of them are equally liable for any transactions that take place on the account.0
