Sorry, Its an extra 3 miles from the closing shop. Mate said its 7 miles from Shop A (closing shop) to shop B (friends shop) and 9.7 miles from Shop A (closing shop) to Shop C

In that case, there may be an argument that the employees of the third shop should be included in the pool. Without further information, it is impossible to give a definite response to that as other variables may come into play.

However, as SarEl says, if your friend isn't going to raise it as an issue, then it is a moot point.

During the selection/consultation process your friend should be given the opportunity to raise any matters that he considers relevant - and he is perfectly entitled to say that he feels the selection process is unfair because in his view the employees of shop C should have been included in the process, and to identify one or more positions that he feels he would be suitable for (ie if the current post-holder was made redundant). Of course this would really only be relevant if he would be willing to work at shop C, and there is work there that he is able and willing to do.
