Can you wallpaper over woodchip?

As the title says, we're looking for opinions on wallpapering over woodchip. We hate the stuff and it's on every ruddy wall in the house.
We have taken it off our bedroom wall and prepped the disaster that we found underneath before putting a decent quality vinyl wallpaper over the top. However, getting it off was awful and took a daft amount of time.
Is it possible to cover straight over woodchip with vinyl wallpaper, using the woodchip almost like a layer of lining paper? We did think the bobbles might show though or cause air pockets so the vinyl wouldn't stick properly???
Can you help me brainstorm some ways it could be done?
Could I use a really thick lining paper over the top first?

Not recommended as you will get lumps in it due to wood in woodchip0

I should add the woodchip is almost certainly stabilising the walls right now based on our experience of the one room we did. We don't have the finances to have the walls replastered or skimmed. The woodchip is forming a stabilising layer at the moment and we're not sure we want to interfere with that."carpe that diem"0

Actually I've just found a site selling Wall Doctor products - marketed as wallpaper designed to cover over woodchip.
Mind you, is is pretty plain stuff and designed to be painted over. I was hoping to actually hang a nicely-printed vinyl wallpaper."carpe that diem"0
