I've had my suspicions for a while that it was dodgy. Some of the stuff that comes in looks very official. They set up bank accounts at my address too - the last A&L letter that came in you could see the title of the letter "welcome to your new bank account" and letters come in from HMRC alot.

Definitely report to the police. I agree that it does sound deliberate. Initially I'd thought it might be innocent - my parents had similar problems when a house was built across the road with the same house number and postcode as theirs (but a different road name - madness!). Their utility bills pinged back and forth for few months until Royal Mail got its act together.
You could ask CIFAS to put a protective marker against your name and address. That would cause hassle for you, but you might feel that the hassle of proving who you are every time you want to do something is worth it in these circumstances.0 -
Does the postman leave the post inside the communal area ?
If they do and and it isn't secure then they are breaking postal regulations. They should if the communal door doesn't lock, post any mail through the relevant front door if possible.
Otherwise a lockable box is a good idea, just make sure no one can see if there is any post in so don't get a wire or transparent one.
Failing this if you rent, move. You may need to move anyway as it sounds like neighbour relations are only going to get worse from here on in.0 -
As the post office redirection service requires the name (not just the address) I don't think that would be of much use. I'd go for mounting 1 (or 2) letterbox outside, and informing the postie (or sealing the old letterbox up!).
Bung a big 10 on one and 10A on the other, and job done.
Expect a reaction though, get one with an easily replacable lock, you'll probably need it.Unless it is damaged or discontinued - ignore any discount of over 25%0 -

Postie doesn't have a choice. There is only one front door accessible from the street (its a converted house). This is the proper secure entrance to the house with one letter box. There is then a small communal area with our two doors which are more like internal doors but with a yale lock. Not particularly secure and no letterbox, so the front door needs to be kept secure.0 -

I'm cant work out if it's deliberate or not. Taking over my utility accounts suggest it's not? Unless the purpose of that was to provide a recently utility bill as proof of address for something else?
That's what I was thinking. They want ID documents like utility bills.
I used to live a flat and the new neighbours kept using my adress (I was 98A, they were 98). I had a summons from the Country Court turn up one day with their name but my address and had to phone the court and explain that they didn't live here. I moved out soon after that, but they were definitely dodgy people and your new neighbours sound the same.

letterbox on the main door is the delivery point as far as RM is concerned
you could organse for mail to be delivered indoors but would need both flats to have letterboxes and a method of ganing entry to the building

I don't know if your delivery office offers this but ours will keep your post - like a PO box and you collect it every 7 days(more often if you can bothered to traipse down there) You just have to fill in a form to set it up and last time I looked, this was free.Noli nothis permittere te terere
