Any advice on Hand stripping a Jack Russell ?

I'm in the same boat as danaharrison. Our Jack Russell Staffie cross sheds constantly. There's no rhyme or reason to it, his hairs just seem to jump out of their own accord the moment you go near him. Brushing him doesn't make a difference.
We give him a good scratch outside and you can see all the hairs floating away on the breeze. My poor neighbour probably has a dune of dog hairs in their garden somewhere.'til the end of the line0 -
