Is it safe to stay near the Vatican?

Given that some people think that the last Pope's stance on contraception possible doomed more people to death than say than Stalin, and following on from this story and all of the abuse stories is it safe to stay near the Vatican? (Also why do UK taxpayers have to pay anything for the old chap to travel overseas to visit Britain?)

Well you'll notice that it says those masts are north of Rome. So if you're near the Vatican City, you're not north of Rome.
And why would the Church's stance on contraception make your visit any less safe? I can go to America where they have capital punishment but that isn't a reason to make me feel unsafe. Also the abuse stories come from places outside the Vatican.
Why would these reports make a visit there unsafe?
