Paying someone elses bill!

My partner and I moved from a rented flat where we were supplies by spark to another spark property. We called and informed them of change, and so did the new tenant in our old flat. However there was a complete mix up and they charged us for the flats bill and the new tenant for the house we are now living in (despite the fact she is obviously nothing to do with it!)
We phoned up immediately as it was pretty obvious that it was the wrong bill as the new house has gas as well. They have not apologised at all for this and wouldnt tell us how they were going to sort it out, they also said that the other person hadn't noticed as it was her first bill I guess and that they didn't need to inform her!
Should I bother putting in a full complaint as it's not just them not updating our move, which I could have forgiven as it was just a mix up, but this seems a bit more serious!

Personally, I would have expected them to apologise & obviously issue correct bills to each of you. As long as both meters are read it shouldn't take much correcting to my mind, however as you still appear to be in the dark as to how & when it will be put right I would personally complain and state how you would like the problem resolved, plus also make contact with the owner / tenant of your last home & let them know about the problem too.0
