Help with clarification for work around private drain

My house and my next door neighbours house are considerably below pavement level at the front. My neighbour has workmen there at the moment, they are building a banked terrace, 10 square meters, to come level with the pavement to allow for a car to be parked. The wall that surrounds the car standing is maybe as little, or less, than 24 inches away from his front bay window, the standing will be level with the bottom of his window. Underneath his window is a sewerage pipe
I have been informed by a Severn Trent inspection that the straight sewerage pip running immediately under my front window onto his property and then running under his window is my private drain, as no pipes from his property are connected to it. What happens if in the future I have to carry out work to this drain, with a 20" space enclosed by a house wall and then a new wall for the car standing, my drain would be difficult to access, it would possibly entail dismantling the car standing at my cost. Could you please advise.

Refer to your deeds. If you have rights to the drain any repairs will be at your expense including making good, unless the deeds say otherwise.. If it comes to the crunch, a new drain on your property only may be a better idea.Hi, we’ve had to remove your signature. Thank you for replying. The house was built before 1937 and I origanlly was told by Severn Trent Assets Dept that it was a section 24 Public sewer After lots of misinformation I have assertained from an inspection that the drain is mine, I need to know if my drain runs across their property, are they allowed to build a raised car standing next to it, this only gives 20 - 24 inch clearance from the house, I don't want problems later on, like having to knock down and rebuild their brand new car standing to access my drain. Please help, I have tried planning dept and Building regs, Severn Trent etc.0

Its only just 'sunk in' about a new drain on my property, that would solve the problem then am I right in thinking I would't be responsible for my old drain on their property. Only problem is the expense of running a new drain from my house to the public sewer, I should imagine this would be a colosall amount, however it might get me out of the s.... I may explore this. The car standing is being built to throw back flash flooding to the pavement, they are at the lowest point on the street and I am second lowest. Their next step is to get the council to lower the pavement kerb, I am very concerned that the water may come to me, I have watched the water flow and when their property can't take anymore it heads for my house. Any more suggestions?0
