Buying Flat over Co-Op, can I use their roof?

Hi all, hope this is the right place :) I viewed an ENORMOUS (20ft lounge!) flat today, which is situated above the local Co-op. The access is from the back, up some fire escape type stairs, then about 100ft across their flat felted roof to the front door. Here's the query. Do you think I would be allowed to deck across…

Interestingly enough, a friend of mine has a flat over a co-op and had the same idea about using their roof as a garden. That was until one day I had a walk on the felt roof and it was seriously unsafe. You`d have to not only get their permission, but re-inforce the roof first. Also, what if they wanted to re-felt it? You`d have to rip your decking up.

Another factor in my mates case was the co-op roof had sky lights in it, so he`d have to come up with some solution to allow light to them still.

Good idea in principle, but i think the hassle & costs would prohibit it.
