Well, the official line is you can't apply for the account til 19 August, even if you've an unconditional offer and the UCAS confirmation letter but I can tell you that they're offering the railcard etc as per usual this year.
I also wanted to add some advice which may be useful to some other people. I've got a bad credit rating, which would make it hard, if not impossible, to secure ANY new bank account if I were to apply. However, as a long term customer of Natwest, and not wanting to convert my current account to a student one as I need the generous overdraft facility at the moment as it's my sole means of credit, I asked about getting a basic current account and then converting it in August. I was told that this would be fine; there's no credit check involved and it's basically guaranteed; all I had to do was make a "written request"; just asked for one in a note and signed it and it should be showing up in my online account in 3 working days (I use online banking for my 2 other NW accounts; one's a current, one's an ISA). In August, there'll be no problems upgrading that spare current account which in the meantime does not need to be touched or used, to a student one, and I'll get all the goodies like the railcard which will be most welcome.
