motorbike parking fine.

other half got a parking ticket in a parking zone whilst visiting friends.
no parking between 12-2pm without a visitors permit.
he put his permit inside the bike window (moaning that in other councils, they dont charge motorcycles to park)
when he returned to his bike he had got a ticket. the visitors permit was gone.
he wrote to the council explaining this, the next thing we new, letter in the post saying the fine had doubled as we had not responded to their letter of rejection.
this is the first we heard of their reply.
is there anything we can do about this parking fine? lack of letter?
any help would be greatly welcomed.

    Is this letter headed Notice to Owner?

    If original PCN stuck on vehicle, these are the documents you should receive:

    Penalty Charge Notice
    Notice to Owner
    Charge Certificate
    Order for Recovery.

    But you say you definitely have not recieved the NTO?

    If so, do nothing and wait for the next letter which will be the Order For Recovery. Complete the enclosed forms and return them straight away. You will be completing a witness statement enclosed with the order. This resets the matter to the NTO stage so you can appeal properly.

    so even though he did appeal the first time over and they reckon they responded and rejected the appeal, it will go back to appeal stage if he waits for the next letter?
    what happens with the fine amount? will that still be doubled?

    You would be best to post a new thread on pepipoo.com as they have experience of this process. They can answer all your questions, read the FAQs, the stickies 'READ THIS FIRST' and 'how to post pictures':

    You must act quickly when the OfR arrives, it's very important.

    Take pepipoo advice now so you are ready. Forewarned is forearmed, as they say.

    Pepipoo will probably help get you off the ticket completely, they usually do, so the discounted fine amount is slightly irrelevant in way...unless you don't want to appeal it (but I would!).

    They will need to see pictures as per their forum FAQs, on your thread, of the Charge Cert (if that's the only letter you have) and pics if you can get them, of the bay lines, bay terminal markings (at each end) and the sign.
