Newham Council Strikes again..

Hi everyone
Just wanted some off the bat advice
Newham Council (I've been in long running war with them issuing me a variety of unfair parking tickets including one I appealed which was quashed by an independent adjudicator and also the other week they gave me a PCN for parking outside my house!)
Anyway I received a letter on 7/7/10 in the post for a PCN for overstaying a parking ticket in a car park on 6/5/10.
I did not receive any pcn at the time and called to ask it to be cancelled as it was so long ago (they have to issue it within 28 days) and I don't even remember the incident.
Allegedly they've taken photos of my car with the pcn on it. Are there any guidelines on how it should be issued and where it should be displayed as obviously this failed; there was nothing on my car otherwise I would have remembered it! I don't even have a copy of the parking ticket.
I asked why it took so long to write a letter and they stated that they had to apply to the dvla for my address. Surely they wouldn't have to do that if I've been issued PCNs quite recently in the past? Unless they thought the address had changed?
Anyway I'm !!!!ed off about this as they're still expecting me to pay... so advice would be appreciated!

Sorry your post appears to have been overlooked so far (busy forum today!).
Your best bet is to post a new thread on pepipoo.com here:

They can get most Council PCNs cancelled. You need to read the FAQs and stickies first so you know the forum rules, then start a thread with pics posted as per their 'how to post pictures' sticky.
You may well get off this altogether (with pepipoo's help) but you must play it right and stay within deadlines. You need to show pepipoo the paperwork you have received, plus pics of the bay lines & signs where you parked.
HTHPRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
