We switched to Powergen on 31st May and pay by direct debit. We've not had a bill yet and the only readings they have are the initial ones when we switched. We received a letter yesterday dated "August 2006" saying that the prices were going up on 21st August.

Firstly, shouldn't they tell you BEFORE the prices go up? And secondly, does that mean the new prices apply to all our usuage since 31st May?

    Yes they should tell you.

You should be charged pro-rata for the period 31 May to 21 Aug, and 21 Aug to when your bill is produced. They will estimate the pre and post rise consumption.

If they are like a lot of companies they will be 'imaginative' with their estimate: and I will leave you to guess who their estimate will advantage.
