No heating or hot water - help

Hi folks,
We're getting a bit desperate to say the least - we are on a debt management plan with Payplan so all our disposible income is spoken for and getting credit is not an option at the moment. We have been on the plan for a year now and got another five years to go when our central heating boiler was condemned earlier this year. Luckily we have shower and a dishwasher but winter is coming and with four children apart from huddling together for body warmth it's not looking good! Both of us work and not eligible for a homefront grant and we have a mortgage on our home. We're not bothered if it's gas central heating although we have just had a quote for an electric boiler which, once you took into account taking out the old system doesn't work out much cheaper. Our parents can help us out and could afford to lend us 2k-3k but all the quotes we have had so far have been around the 4k mark because of venting problems over our neighbour's property.
I've also been diagnosed with rheumatoid arthritis this week (deep joy!) and I've been warned about getting my extremities too cold (gulp!)
We sort of feel we fall between two stool at the moment we don't seem to be eligible for any grants or help because we work and 'own' our home, but we unable to get credit..... help - please

    What were you quoted for? Is it just a boiler you require? Or does it need radiators as well? Whereabouts are you? All this has a bearing on the price. You were saying there is an issue with venting as it is close/over a neighbours border. What is exactly the problem? Do you mean flueing rather than venting?
    Don't consider an electric boiler unless you want your heating bill to triple......

    If you tell payplan about your predicament they will advise your creditors and re-adjust your payments to allow for work that is a neccessity to be carried out.
